۱۰. پرتغال
شاید اقتصاد کشور پرتغال در کشاکش باشد اما در زمینه محیط زیست، دسترسی به آموزش و بردباری در مقایسه با سایر کشورها با سرانه تولید ناخالص داخلی مشابه، نسبتاً عملکرد خوبی داشته است.
۹. بلژیک
بلژیک مقام چهارم را در گزارش شکاف جنسیتی بدست آورد و بالاتر از لیتوانی قرار گرفت و طبق گزارش شاخص اجتماعی در مقایسه با بسیاری از کشورهای دیگر با سرانه تولید ناخالص داخلی مشابه، از لحاظ تامین مسکن مقرون به صرفه جایگاه بهتری کسب کرد.
۸. فنلاند
شاید فنلاند خودش را کشوری اسکاندیناویایی نخواند اما مطمئناً همپای همسایه های شمال اروپایی خود در رتبه هشتم قرار دارد. در سال ۲۰۱۶ فنلاند در شاخص پیشرفت اجتماعی بالاترین رتبه را به خود اختصاص داد و در زمینه سلامت و امنیت امتیاز بالایی گرفت.
۷. هلند
کشور هلند در شاخص پیشرفت اجتماعی بهترین عملکرد را داشت و در مقایسه با سایر کشورها با سرانه تولید ناخالص داخلی مشابه مانند دانمارک، فنلاند و انگلستان جایگاه هشتم را بدست آورد. امتیاز کلی این کشور در زمینه بردباری، نمره ۷ است.
۶. اوروگوئه
اوروگوئه در داشتن قوانین لیبرال سابقه دار است و از جمله این قوانین به آزاد بودن گیاه ماری جوآنا در این کشور می توان اشاره کرد. اوروگوئه تنها کشور آمریکای جنوبی به شمار می آید که در لیست بردبارترین کشورها در بین ۱۰ رتبه برتر قرار گرفته است. شایان ذکر است که سایر کشورهای آمریکای جنوبی حتی در بین ۲۰ کشور اول این لیست هم نیستند.
۵. ایرلند
کشور ایرلند، انگلستان را با گرفتن رتبه پنجم در بین ۱۰ جایگاه برتر از لحاظ آزادی های فردی، شکست داد اما بریتانیا با رتبه پانزدهم هم در جایگاه خوبی قرار دارد.
۴. ایسلند
کشور ایسلند در لیست لیبرال ترین ملت های روی کره زمین رتبه بالایی را بدست آورد. این کشور جمعیت کمی معادل ۳۳۰۰۰۰ نفر دارد اما با داشتن کمترین اختلاف در درآمد برای هر دو جنس، نزدیکترین جایگاه را در رسیدن به برابری جنسیتی دارد. هم چنین این کشور یکی از سازگارترین کشورها با محیط زیست است و تقریباً ۸۵ درصد انرژی مصرفی آن از منابع تجدید پذیر بدست می آید.
۳. نیوزلند
کشور نیوزلند که در رتبه سوم از لحاظ آزادی های فردی قرار دارد در سال ۲۰۱۶ بالاترین جایگاه را در جدول شاخص رفاه لگاتوم بدست آورد که عواملی مانند تحصیلات و محیط کاری هم در آن مد نظر قرار می گیرند.
۲. کانادا
کشور کانادا در جایگاه دوم این لیست قرار دارد که رهبر لیبرال و جوان آن، جاستین ترودو، مورد غبطه پیشروان ناراضی در انگلستان است و اکنون در سمت دیگر اقیانوس اطلس هم همین غبطه نسبت به کشور کانادا احساس می شود. نوامبر سال گذشته پس از پیروزی دونالد ترامپ در انتخابات آمریکا وب سایت مهاجرتی کشور کانادا به دلیل هجوم کاربران با مشکل مواجه شد.
